We just went through this same scenario. This was patch of a patch of a patch. After cleaning it all off you could see several logos and text crisscrossing everywhere. We ended up throwing a coat of white vinyl with clear adhesive backing to it then apply the translucent logo decal.
Yes, set up everything in CorelDraw. Layout with cut lines, weed lines, registration marks etc. Export to the Flexi print RIP. Our guy prints it then lets us know it's ready for cut. Open the file in Corel then use FineCut Pro plugin to plot it.

Could be that the coro was not cleaned good before printing and/or not letting it dry before printing. Not letting the UV lamps set a good cure. Yes, darker or more saturated colors need more time to cure either by setting a delay in printing or bumping the UV lamps to high.
Things about illy.
1. Right at the start you have to choose a starting size. Doesn't matter in corel. Set it once to whatever size you want and you can set it to do that every time. One less step
2. You can't print or export a "single item". You have to copy it to a new page then export/print...
Corel doesn't require a monthly fee. You buy it, you own it. Form then on you can just buy the upgrade at half the price. Quite possible to go years without needing an upgrade.

In my experience I have known the media feed to be different on the second side after printing the first. As if the ink interferes with the pinch rollers in some way. Usually not out more than a half inch though. We usually make two separate print files (side A & side B) one with a 1" bleed or...
