A country should preserve it's language and culture and still welcome newcomers to join them and help them advance and prosper. Not join them and change things to suit themselves and at the same time take advantage of all the benefits and freedoms the host country has to offer at the expense of the existing taxpayers. Im my book these people are called freeloaders and should be expelled as soon as possible.
My opinion in regards to Canada still remains that if you come here and do not speak any of our official languages you should be forced to take basic language courses in order to be able to apply for citizenship. Be it in english or in Quebec's case ... french.
Our official binligualism is a result of royal commisions to study the matter and give recommendations to better serve it's population. I wont quote anything i have just read on Wikipidia since i don't want to hog this thread but if anyone is curious

As stated our biligualism is for two populations that have already been here for a long time. In the United States case this is resulting from an ever groing influx of spanish speaking people that are now demanding rights and freedoms that have been so hardly fought and won for by not only english speaking people but people from all over the world who have decided to join together. The United States should declare english as it's official language if only to protect the basic fabric of it's heritage. It will only get worse as time goes on if they do not.
