Have you printed this exact job/file using all the exact same settings before and had different results? Bouncing back and forth between 2 different RIP softwares is sure to introduce a number of possible opportunities for unpredictable results.

We usually just reverse print on 3651 clear then back w/ 651 white but with lighter backgrounds it definitely doesn't block out the light 100%.

Apex does make flatbed cutters but I don't think they're associated with Roland, but I might be wrong.

I think it's the lack of effort that is most surprising. If you actually have those materials and are trying to cut them, just measure them with a micrometer as mentioned. It's a great tool to have around the shop.
All the materials that you listed probably total 100 different possible...
We've been replacing 3M 8518 w/ Arlon 3220 Gloss, and much prefer the Arlon product's finish and price point. Unfortunately (for Arlon I guess) 3M 8418 comes in even cheaper than 3220 so we're considering moving to that now.
I feel like this is 3M's MO. We're not printing anywhere near that scale but we've run into issues with their "premium" products for years. Mostly with 8519 and 8518 laminates. Depending on the rep, they would either flat out deny that they've had any other complaints/issues or nonchalantly...
