Have you tried laminate it cold? If the little bubbles are repetitive then it's your rollers. If it was reconditioned then it wasn't done right.

No need to print on anything special nor paint or do any photoshop tricks. Just print it on your preferred vinyl and laminate with avery 6040 sparkle lam. DONE
