It is the sub tank valve that will be sticking.
I have replaced these on my 1604 twice now and it still comes up occasionally with this error.
Normally knocking it off and on again clears this, if it doesn't replace the sub tank valves.

How old is the print head?
Heads last between 2 - 5 years all depending on how well the machine is kept and that it is used a lot.
I find that if I have even one blocked nozzle I will not stop until it is clear.

Soak overnight then post a nozzle test print.
The head can let go at any time but that looks like ink starvation or the pump is not pulling through properly.

Magenta is misfiring.
This is very odd as it looks to me that it is printing the magenta in the right place but adding a further shadow.
Try a different file with similar colours and see if this makes a difference.
This maybe a RIP input issue or a fault in the file.

If I remember on these machines. You will have to do an ink refill. Another question is, has the machine been left turned on whilst the cleaning cartridges have been in? If not the print heads will have dried out. This all depends on how long the machine has been left unplugged. SC
Without seeing your test print I can't say too much.
But I would be changing the complete maintenance station as this is a thing I replace yearly as they can get pretty well gummed up with ink.

If you are printing onto banner that looks sweet.
The weave in the banner material creates a natural banding and nothing can be done about that.
In my opinion that is some super prints onto banner material.

I have had this issue with Old Fibreglass Panels.
It is a ball ache to clean as it is the top gel coat crumbling due to age and oxidation
Rather than spend hours and hours trying to get it to a state were you can apply wrap.
