Just call them and get it fixed. Your stubbornness is costing you time and money. I have only had one experience where Decision One didn't do it right, and that was because I got an old tech who refused to replace a head like Epson had ordered, and they had to send another tech two days later...
They won't sell you the part. They won't sell anybody the part. Is this machine under warranty? If so, then there's no reason not to have them come. Even if not, having them out to fix it is not the end of the world, and it will be done by Monday if you call them now.
There is nothing wrong with Epson service. It's just expensive and weird to use because you talk to Epson HQ who direct what will be repaired and then dispatch Decision One.
You can screw things to the frame that are lightweight. Usually the frame is 1x1 square tubing. The limiting factor for weight is how the thing is attached to the wall. I've seen a lot of pretty sketchy attachments on awnings.

Depends how you "deleted" it. If you did it in File Explorer, then it's probably in your recycle bin and can be put back from there. If you uninstalled it, you'd have to reinstall it.

You can buy cut vinyl by the yard from at least one national vendor. The best a print will do is about 5 years. And when it fails it will either fade away completely or depending on the laminate, turn brown/black burnt like the current one. Translucent vinyls meant for this use will last 9 years...
For a sign face with just lettering and solid graphics, get a new face (polycarbonate is more fracture resistant but yellows faster than acrylic. On a relatively small sign like that you can take your pick). But don't print the graphics. Use cut translucent vinyl. It will last way, way longer...

We used to use denatured alcohol to strip the paint off those (it is on the inside). Fill the pan with a double layer of paper towels, like you're making lasagna. Soak with the denatured alcohol and keep it wet. It takes a long time to soften the paint. When the paint softens, use a putty knife...
Here's just such a sign (but 4'x32') made of 3mm MaxMetal mounted on three rows of treated lumber 2x4's. You could do it out of .040, but it will be harder to lift them harder to hold them in position, and harder to put screws through them. And it will end up looking wavy even with the three...
I would not recommend double printing the top (visible) print. The colors will actually be too dark in daylight. If you needed to add density because of too-bright lighting on the inside, you'd add it to the non-visible print.
