To expand, overspray normally gives a fuzzy edge around things fairly consistently and can often be from a worn print head with deflecting nozzles. What you have looks more like the head isn't turning on and off properly when printing, so some nozzles are continuing to fire when they should be...
Definitely avoid solvent white if you can. It kills printers and unless you are printing loads with it every day, then ends up costing a fortune in the maintenance
Did you change the encoder sensor as well as the strip? I dont think thats the problem but is work doing as well. Have you tried printing other colour jobs to see if there is any other overspray as it seems to be only the magenta, which would point to the encoder all being ok.

I agree they are an easy fit, but they arent the sort of product most people would to to a sign shop to buy. They are more likely to get it done by the shopfitters or electricians
They are reputable in as far as the heads they buy come direct from Epson, and are new. However, they won't warranty the head at all if you fit it, nor if you use non OEM inks ( which is ironic as they sell their own brand inks for them ! ).

Really how many have you bought? I have fitted heads bought cheap from china for customers, and I would say you have about a 30% chance of getting a decent one.
The other problem is that in general for signage, led lights look crap, particularly on large lettering as it doesn't give a good solid colour the same way neon does. Even with diffusing you still get spots of colour. LEDs by their design just aren't a good solution
None of the cheap heads from china are worth buying. At worst they will send you nothing, at best a 'refurbished' used head that doesnt work ( there is no way to refurbish the heads ).
Pay a bit more and buy from a proper seller local to you and save yourself the headaches !
Market size means nothing really unless you are going to get a guaranteed percentage of it. You can say its £1 billion, but if you are only getting $10K of those orders, then what does that mean?

If it is still doing it then it is time to replace the scan motor. They do fail or get weak with age, and best solution is to replace. Try and get an original motor, not one of the generic chinese ones that don't work as well. You can normally find OEM motors on Ebay
Have you done the test prints in service mode to check the small nozzles as well? This should let you know if the head is working properly.
Not sure about the heater, but you can turn the heaters off in the heater config on the printer and see if that stops them coming on at all

You can get multimeters from any DIY place like harbor freight etc.. for less than $10. You just need a basic one that tests continuity, DC voltage and resistance. They are always handy tools to have for working on printers so worth getting one
No you can't normally tell if the have blown by looking at them. They have a very thin wire inside the ceramic block that connects to the two metal ends. If it blows it is inside the block, so you won't be able to tell.
