i agree but not exactly what i'm shooting for.... a lot of wraps are tacky and stand out, but don't make business owners think "wow! that is a good way to advertise" they make high schoolers think " man that's BADDD.. i want my car in carbon fiber for $200"

i am using the values of the other color modes present in photoshop to judge some of the colors... if i chose the brightest yellow i can in RGB it prints with a little cyan in it. but if i chose a RGB color while watching the other color modes i can see the CMYK,LAB, & HSB values that mimic my...
eps and pdf files can be raster or vector or a combination of both.... the eps is just a "container" for the file so you could save a jpg or psd as a eps or a pdf.
when i send files of to 4over or others i use CMYK... but for all in house stuff i use RGB.
just set you RIPs rendering intents to relative colormetric for rasters if you are rasterizing your files to print. if its just a photo though use perceptual.
and if i pick a color in photoshop i keep...

now you have sidelined the whole issue with this "pantone and how it came to be" discussion ....
if you have a method that the OP could use or a suggestion then great,... but you only seem to want to discuss the more complex issues of color...

that's not true... it is if you choose a RGB red that is way out of gamut and have it set to render perceptual... because it will map it back to almost orange.
but if in photoshop or any design program if i pick my red and watch the cmyk values in the picker window i can choose a red that...
real deal ghost flames might need to be painted... i mix dry pearls in to sg100 clear and spray it on.
i have seen MacTac or someone have a metallic overlam that might get the effect a little, but i bet it would be tough to install or remove.
outgassing on ecosol prints does sound like it would be a myth considering the small amount of ink used, but still a curing time should be observed.
most paints take a while to properly cure even after they are dry to the touch. so even if if there is no "outgassing" the ink probably isn't...
depends on a lot of factors... are you designing in CMYK, RGB. etc..? what are your rendering intents... is it raster or vector?
what color spaces in your design program and your RIP?
the question you asked doesn't have a simple answer.
