That looks like a lot of deflected nozzles, in fact I have never seen so many deflections and no blockages on a single colour.
Firstly is the head physically clean, as fluff and other debris can get onto the head if not kept clean.

This is a capping problem as Black and Magenta are on the same head.
The ink has wicked (if their is such a word) when the head has been parked.
I would check that the pump is pulling correctly.
Also if their is a pool of ink in the cap this will be creating this or the head is touching the mesh...

If it has been sitting that long the very least it will need is a new print head, head cable and complete maintenance station.
It has been too long of line to hope to reinstate the head even if it was left with cleaning fluid in it.

Sounds like the F2 fuse on the board has blown.
This will need replaced and probably a new print head and cable also.
Just remember that fuses only blow for a reason and are a protection for the motherboard.
