Guess it would depend how bad it is. If you can see it but not feel it you may be able to buff it out, maybe just re-clear. If you can feel it (more like a dent) anywhere from a sand and re-clear to a repaint depending on how bad it is.

Your hold down may be a bigger problem the bottom of the cut should be smooth. Wind chill doesn't affect objects it's just how living things feel it. If it's 10 with a -10 wind chill it's still 10 to the window and rt. Not that it makes a big difference it's still freaking cold. Was it a new bottle? Or could have someone refilled it with something else?
