I would take a .25 acm spray it gray then possibly have vinyl cut and bury it in satin clear, if I were doing it. flatbed or screenprinting (if thats even an option anymore could also be done on lettering...can you feel the lettering at all?
You can try lacquer thinner and see if it eats off the lettering that would be my best bet, dont leave it on too long, but you are definitely going to have ghosting. IMO I would walk from this job and let a body shop handle this

blow it off real good as far as primer you can use a high quality exterior flat and spray it on possibly 2 coats of this. We use nothing but BEHR paints, they hold up just fine and NEVER use oil based
