But it's not the wholesalers job to redesign what's sent to him/her/them. They're doing work for other sign companies, not end users. The problem isn't the wholesaler, it's the sign shop that designed and sold the sign.

You can have a great looking dimensional sign and make it yourself. A CNC isn't necessary, especially on something this size. You could layer the letters/backgrounds with different thicknesses of PVC.

Wow, if I were in your shoes, I'd be tempted to go ahead and give it a try. You don't need a CNC for this. That's just a modern luxery. I'll bet skates would be a pretty simple shape to do and a great way to get started in 3D. I would love an opportunity like this.
