It looks like you're designing a sign, not a logo. Here are some issues that jump out at me Lacking balance. The gradient in the shamrock seems harsh. The style of the hand/wrench doesn't seem to go with the rest of the design.

I actually like the typography portion of the logo. I would make a simplistic icon if you must have one. Clean and Simple say "medical" to me. and a medium blue usually makes people think medical as well.
