Are they using these for a motel or just a decorative thing? If decorative, I would do as HD suggested with outlines that suggest neon. If they are using this for a motel, will the public get the rusted look or will they just see run down? I love these old signs with their really cool shapes...
If this is for your own personal use, sure give it a try. If it is for a customer, no don't mess with DYI because you don't have the correct equipment. Our source is a better option.
Gerber for most of what I need to do. Photoshop for raster. Illy for what Gerber can't do. As said by all the rest, it is personal for what you think will work best.
I did a search and found there are a ton of sign made from wood pallets so I would make sure the name has wood pallets in it as people who want this kind of thing will know you do it. The rustic sign thing may work but can get confused with other types of rustic. You could keep it simple and...
The second "L" in Bullard where it leads into the "a" and the "r" where it leads into the "d" are a couple of places where the font needs kerning as it doesn't look right.
I agree with cutting the post off and not having them stick up above the sign. Flat caps or a flat cap with a ball would looked a little better. Also agree with fenris242 about keeping the overlap with the in Bullard and getting rid of the overlap for "the". It is hard working with a customer...
Way too much info on the sign. It might be a better idea to have a smaller sign under the main sign with all contact and address info on it. Words like "the" hard to place on a sign and maintain a good balance. I am not a fan of the fonts you used but am OK with the blending it into the word...

Do a tape test on the glass which is sticking a piece of masking tape on and then pull it off. If it falls off or comes off with no resistance, clean the window again with alcohol. There could be an oily film as mentioned but some windows are cleaned with a Rain-x like product so dirt doesn't...
How do we expect to communicate with our customers when it seems nearly impossible to have a simple chat with each other.
I too prefer e-mails as the customer can read them when they have the time. A phone call is like jumping in front of their face and forcing them to drop everything to talk...
