So they are wanting the graphics to be lighter than the color of the car? I would think it would look better with the graphics slightly darker. Then you could use a slightly darker metallic vinyl than the paint color.
There are only a few pictograms specified in the law (section 703.6), and they are the International Signs of Accessibility. The staircase is not one of them. So there is some freedom in drawing that pictogram, within the general confines of the law regarding pictograms.

Unlike other plotters, on the Mimaki all the mark reading is done from the plotter's console, not from your cutting software. You also need to make sure the plotter is set up to do mark reading or it won't even turn the laser on at all.

Looks like Bodoni Bold Italic, the Sign Wizard version. On regular fonts, Bodoni Black Italic is the same weight but the serifs on the m and r are a little different.
Everything I've seen on Roland and other support forums says that you cannot cut directly from Corel Draw X7 using the print driver, even though you could in previous versions. It apparently has something with Corel not using VBS since X7 on. You have to get the Cutstudio Corel X7 plugin...
If you have Adobe Creative Cloud, it's available with your subscription. The free Shelby font is not the same as the one that is for sale. It's only $35 if you really need it. Charge your customer for it.
The template shows they are just rectangular pieces (2) and one round pieces, so calendared vinyl is fine. My guess is it would take us about 15 minutes of actual time spent cleaning the surface and sticking the vinyl on. It won't really be wrapping; just sticking a piece of vinyl on a flat...
