Illustrator needs fast CPU, look for anything with i7-10510U or i7-8565U, and at least 8 gigs of RAM. Video card doesn't affect Illustrator whatsoever so don't spend a fortune for a gaming laptop with high end video card.

You don't need to waist more that 20 inches of vinyl, just print a column of 10 squares 1x1 inches (thin black border with cut line on top of it so you see if it cuts on the line or not) and repeat until you find the correct value...
Your printer can print and cut without cut marks (it "remembers" where the print is if you're not removing print for lamination) obviously this will not give you very much accuracy, are you sure you set up your printer to actually read the cut marks?

I guess you print - laminate - cut right? If so slow down your cutting speed. If that doesn't help add only 3 circles and multiply the quantity in rip (this way every 3 will have cut marks and the cutter will read them as the first 3 is finished)
Check if cutting error repeats in y or x axis as...
Rolands were good back in the days, they are just sh*t nowadays since they want to cut corners wherever they can to save a buck.
I worked with roland mimaki and epson, I would choose epson all day long. Print AND cut seems a good value - but it's really not. Epson+Mimaki CG-160 FXII is the best...
Look for "virus icon" "spray icon" "shiled icon" on google for inspiration and try to put something together but work in CMYK color space for f*ck sake. Or just go to fiverr.com
I can't see how this takes so long in Illustrator unless you're absolute new with the software in which case I'd highly recommend registering to skillshare (it's free now for 2 months) and learn as much about illustrator as you can.
