    It cannot be ink starvation since unidirectional should give plenty of time for the ink to get to the head but as far as I can see only blue and magenta is affected which is on one head (if my memory serves my well). Looking forward to see what the technician says.

    Too much ink + low heat. Try more passes or/and higher heat settings. What you see is ink gathering around dust particles as they are not absorbed by the media quick enough. You can actually see the dust in the middle of the patch.

    Back to the original question, blueback paper is the cheapest option for billboards, I use eco solvent ink and there is no need for lamination. Lasts 6months+.

    1440 dpi AND unidir will slow the printing down even further, I'd give it a try to see what effect does that give

    It may sound stupid but did you actually physically check if the print area is hot? Drying area may have separate heating elements.

    Easiest way is to use higher resolution, which make the head travel more. Or use unidirectional printing, both of these make the print slower allowing more time for the material to absorb ink.
