Use whatever bleed you want. just a .05" colored contour (whatever color works best for the situation) outside your cut line would be plenty so you don't get any slight white edges around the perimeter of the cut. Or for a larger cut graphic, you could just make your cut line about .02" slightly...

You will want to search for open type fonts with arbitrary fractions. There are several, but Proxima Nova is a good one.
Signs365 is so easy it's pathetic. You could have an account set up in less that a half hour, art set up in 5 minutes, graphic ordered in 2 minutes, shipped next day.
Using the wrong paper towels will do this too. Make sure you don't use Viva towels as they have lotions that will leave your vinyl unable to grab the surface. I learned this the hard way.
for cleaning the edges I used to use a Rout-A-Burr tool, but the results were so-so. It still had a tendency to leave razor sharp edges.
Lately we've found that a smooth (around 40 teeth per inch) single cut file works perfect for deburring ACM panels.
