For people like this I've always thrown out the idea of trading hour for hour. I design for an hour, they do stuff like cleaning my garage or painting or yardwork. I have yet to have anyone take me up on that offer.

There's no reason to even have a signed proofs if you're going to take it up the keister everytime a customer has an issue. I'd go with the suggestion of offering to reprint at a discount.

I imagine if you painted it with krylon fusion it would hold. That is built for plastics. If you'd want to go with latex, I'd suggest adhesive primer from Sherwin williams before the paint. Wouldn't hurt to scuff it up with some 220 first too.

Polycrylic is a waterbased clear that comes in satin. Available at lowes. Thinking its around $30-$40 per gal. Not sure about it's adhesion to vinyl though. Quarts are $15 per can if you wanted to test it.
