Cap tops
Pour a little cleaning fluid in the cap tops and do a cleaning, see if the fluid goes down. Next take the tube from each cap top and see if you can draw ink from the head.

Epson
You will need a coated vinyl for your aqueous printer. There are a few out there that claim to last 6 months outdoors. Expect to spend about a buck a square foot for it. You can always buy it on line from Epson

Are you talking about the whole assembly or just the part with the rubber gasket that seals up to the head? The part with the large spring under it?

Head rank
Try putting in the head rank off the old head, may do the trick. Part of the head rank is a serial number which may be the problem. Sounds like just another attempt by a printer manufacturer to lock you into expensive OEM parts.
DX5 Heads

Nothing on the internet because it is pre internet. This was Roland's pro series cutter 8-10 years ago. Good cutter but you will need a serial or parrel connection. Drivers through XP should not be a problem
