why go through all that when you can simply use the object transparency tool?

i think the drop shadow would be sufficient....if any type of glow, i'd add a black glow so he doesn't looked radioactive... EDIT: changed my mind....i like jim's much better!!

without seeing the image, i'd open up in photopaint, bring in the vector policeman, create a glow around the policeman, save, and reopen in draw...put your vector on top....granted, at this point putting the vector on top doesn't do much, and i would agree with shovel that the two can look bad...

just had the same thing in a few weeks back for the racing one....couldn't find it anywhere....i ended up doing a rough trace to show as a sketch and then a clean version for the tees we printed..

not sure what it is, but i'll at least give you a bump!
