Well it's in my opinion. I don't think I've received a single piece of artwork that imported correctly, even converted to outlines and flattened. Also Versaworks hates AI files.
It's more of a layer issue that is the problem.
Could be liquid trapped under, because I don't think frosted vinyl is porous. But also if it's wet on the outside of the vinyl it will give that effect, take regular water and rub over it.
Lastly did it have the right amount of pressure? If you accidentally went too light over that area, it may...
I got a free sample of SEAL Pure Color Monet Canvas and all I can say is...... WOW! Best quality canvas I've ever seen in my life. I use Eco-Solvent on it. I can't wait to show you guys photos tomorrow.

You can clearly see the broken nozzles and that throws off the alignment, there were headstrikes in the past. Sure it will print, but not good quality. I just replaced mine and holy crap what a difference it made.
You can print on anything, but generally it won't last long and will be terrible quality.
Try applying the wrap and then put cut vinyl lettering on it after. Or else just get a printable wrap film.
Your print head is shot. Get a new one. You can tell from the missing dashes. I just had a service tech replace my black one and now everything works great again. He said if it's missing many dashes, it's not firing out of those nozzles.
Those are very old, anything with exposed neon really. But you don't know if it's from the 60's or 2000's. The wear and tear on it appears to be at least 20 years old.
