I think it's kinda good when a "loyal" client strays over to the competition. When (or if) that experiment fails, you are at an advantage to be the go to shop all that much more the next time a job comes up. If it does not fail, you might look at making adjustments in your service.

It's not usually a city thing, though some cities do require it, it's a state contractor requirement.

Is that just to demonstrate dimension and add your depth call out? I see this once in a while when I get other designers shop drawings. I use photo rendering where I can and draw out the side views. Or will make an extruded model in illustrator, occasionally they are required in exact scale so...

If you can contact the person who gave you the file, they can convert that into a polyline and it will be together. It may be faceted depending on the steps that are called out, the more steps, the smoother the arc.
