You can buy vinyl label sheets for your laserjet. How small a sheet is practical to cut with Graphtec will take some testing to see how much margin is needed from the targets to the page sensors.
The last two rolls of UltraFlex 18oz Blockout (what they call Pole Banner Pro) were so bad you could not even print decent linearization targets, so there was not much chance you even do a complete CM setup for it.

Ultrafex 18oz DS is now junk. Had to send two rolls back. Won't take ink at all. I had a sample roll of it that printed fine by to two full rolls were not the same material.

I an getting less curing heat on the left side in about 10" to 12" from the left end.
I try to maximize the heat to get more heat on that left side but they is a limit as to how high I can go.
In all this you have never mentioned one time if the CMYK vector was assigned a profile. If it wasn't there is a lot of guess work going on. 70% K in one profile is not 70%K in another.

I think your vacuum is set way too high and not letting the banner advance properly. It is getting stuck on the platen.
I only have the vacuum set at 5 for UltraFlex 13oz banner.
At 8 pass you should be able to set the Curing temp to 110.
I get no patch reading errors but the patch order is always read in backwards.
If I use a an older i1Pro the patch order is read in correctly.
This happen on both the Windows Fiery server box and on a Mac box.
What firmware are you on?
Since I undated to 5.0.0.8 it does strange things at times while it is sleeping. Sometimes can't wake it up, sometime the fans start spinning. Never had any of that happen with previous firmware. I turn mine off all the time now.
Did you wipe the rails down with alcohol until they were clean and then oil it. Do this for a couple of days and see what happens. If your still getting this error you might have to replace the felt pads.
Might be worth checking the head cleaning cartridge. I have found the head wipers under cleaning cloth to have come lose and cause lots of weird noise and with the new firmware it may be giving just enough resistant to cause the "clean and lubricate rails" error.

You need to convert PMS to LAB. The easiest way to do this is by reading the values in with a spectrophotometer from a pantone book, if your rip supports this. If you rip doesn't support this I would seriously be looking for a better rip.
You shouldn't have any problem hitting the reds, but you have to get the CM correct. Also try to avoid CMYK reds unless you using a large gamut CMYK profile. You will have much better success with spot colors reading in LAB values. RGB reds work but again CM has to be on and the workflow has to...
Look for a RIP where you can use your spectrophotometer to directly read LAB values from a pantone book. And for that matter any color whether it be a paint chip etc.
