1. Head height should be set to high for most banner material, check to see if it is (should be an orange lever right on the head carriage).

Most of the pros will tell you to go vertical but I don't see anything wrong with horizontal - especially if you can gang the left & right lower panel sections into a single run through the printer.

Take a look at the shape builder tool (depending on what version of Illy you have)
It is similar to the pathfinder tool but more visual and easier to use.
Select your oval and copy to the clipboard.
Select your 2 lines and oval - click the shape builder tool (shift M).

Second your DPI is too high. 300 is not needed for something that is 22 feet long.

Using the 12"x12" known object in your image -> draw a rectangle over it.
Mask the image using the box you just drew.
Scale the box up (lock the aspect ratio) to the real size 12"x12" size.
Unmask the image -> it will be the correct (full)...

if you are going to stick with solvent you might want to keep your eye out for the next Mutoh promo.
Every quarter or so they put out a trade-in/upgrade offer that can go as high as $6k off when purchasing the 64" value jet.
As long as the trade-in is 30" or larger they don't care what brand...
I think you are out of luck with the ce6000, I don't think it has the perf cutting options like the FC models.
