Might be silver vinyl with black screen print with 5mil textured laminate. Toughbook part could be cut vinyl layered on top of silver then covered with the same textured laminate. You would probably need to lightly heat then press to get the lam to form around the letters.
What I know about reflective:
If possible when I back it up with 2-mil or wrap vinyl.(same with chrome) Removing reflective applied directly to a vehicle is a beast.
Maybe try steam?
If the panels are single pane non-insulated we put small space heaters on stands about 2 feet away from the inside surface. If we have IG(insulated glass) panels we bring our 100,000BTU salamander and set that up roughly 7 to 8 feet away from the glass.

I noticed the right hand side registration marks on the orange print. They look like Roland's "bat and ball" from VersaWorks. Not sure if other RIP's use the same scheme.

Self propelled is the way to go. So many places a truck mount will never get to. There are also rough terrain rigs and models with tracks too.
Probably the best thing to do is rent a couple different styles before making a decision.
