STAIN ..not paint on pressure treated wood
Paint will not last long periods on pressure treated wood if ya do not mind painting every couple years then go ahead.
Ok ...If the panel is yellowing .. replace
If the vinyl letters are severely cracking like the reds & blues... replace
You can remove old vinyl with a steam wall paper remover fairly easy even cracked just takes a few hours or way less...But add all that up new panels seem rather low...
Ok fine .. so a white background against light blue or gray sky's, then copy from edge to edge all 4 sides, only dark panel is small copy on bottom. so kinda a fail for a billboard advertisement.

John ...2- 30 X 60" this is something you can do by yourself up to about a 4 X 8 ft
I own scaffolding so for me... wheels, adjustable legs, 2 sets of 6ft & a 4 ft on top for safety if needed. .....buy it all used in good shape if ya can

If vy-nal use a wall paper remover steam works wonders on this & plastic squeegee.
Graco sells one for $50 about excellent machine.
If paint you must remove cause ya need it flat anything you use will affect what is under.
