The issues experience above are almost certainly due to mismatched color spaces. If you open an RGB file in CMYK mode it will always mute the colors because it's trying to convert colors that only exist in the RGB space to the CMYK space.

Go into the "View" menu and look for an option called, "Snap to Grid". When it's on any object will automatically align with the art board if you drag it near it. Not sure if that is what you are looking for.
When you load the material to cut, does a little red dot show up on the vinyl and allow you to line it up with the crop mark? Are you 100% sure you loaded the material in the same orientation as when it came out of the printer?
Since it's a new head you can rule out ink build up on the bottom of the head but you should check to make sure there isn't a bunch of ink built up on the bottom of the carriage. When ink builds up it makes inkcycles and then ink drop down from them on the vinyl.

Interesting. Looks like it's not as prevalent in the latex world. I always recommend OEM inks but I would say at least half of all solvent printers I work on are using 3rd party inks probably even more than that.
