reference above to subtracting 1/4" from horizontal/vertical dimensions isn't so much for expansion but rather for the actual fit of the plastic.... as the frame itself is up to 1/8" thick material, so the insert...

specs are one thing, and can be tweaked to cover the intent, or adjusted along the way for approved upcharges, but missing items & quantities are another.... and the bids are almost always on the package, not just a few items on the list you decide to pick/choose. if you don't make it in-house...
regarding the address lettering, if there were no specs for it then write up a quote for vinyl lettering & 1hr install for them to consider credit.... maybe even provide an additional quote with a +$$$ uptick for painted dimensional lettering that you could flip in a pinch to make it the right...
had this happen a few times. gotta suck it up and make it right.
Had a project for a new university dormatory, and was mind-boggled at how many signs a salesman had missed in our quote. easily $5k worth of product buried in their architectural documents & overlooked... but we won the bid, and...
the machine will run with the old head rank id numbers, but the purpose of them is to fine-tune their function as tested by the manufacturer. (i think)
uncertain exactly of the downsides, but I've run a few new heads in my lifetime with old rank ids because I had accidentally installed them...
+1 IJ35 is calendared, and "garbage".....by the standards of 3M media.
but its my go-to for flat signage that is only expected to last ~5yrs.
still think this is a loaded question for a sign forum, and slightly unhelpful considering your supplier or media availability might be different than...
I've heard Primer94 helps, but only from posts on this forum with no follow-up so I can't reference/vouch for its longevity.
I assume it would work as a chemical-version of corona-treating (flaming) a surface, but that stuff can be a mess to brush/dab.
its been hashed out here before, a few times, powder coat needs to be treated like a LSE plastic.
Arlon DPF8000 would be my recommendation.

you're gonna damage the building either way: simply tape & silicone to building, or drilling holes for mounting hardware.

multicolor screen printing is all about the setup. design software that allows you to work in layers is extremely helpful.
