As a rule of thumb, any time you see something priced significantly lower than what everyone else is selling it for, it's either pirated/cracked or stolen. This is especially true for fleabay.
You have to use the recommended mark size. When you go to make the crop marks there will be a little note that says how big the mark should be. The longer the print, the bigger the mark needs to be so it doesn't miss it.
The Mimaki UCJV300 is going to work best for you. The white works really well. If I remember correctly, Mutoh still uses the Epson based heads on their roll to roll UV printers and the Epson head have never done exceptionally well with UV for some reason. I would stick with the Mimaki in this case.
Try to get your hands on a tech manual. It will have a section in there on how to do it. I can't remember off the top of my head. Should be a post on here about the manual.
Another option might be to find a used one and retrofit it to your machine. There are plenty of broken down parts machines on Ebay and craigslist that might have one for cheap.

It's probably the blade mechanism isn't engaging when it moves to the far left side of the machine. With the machine off, push the cut head all the way to the left side and push it as far as possible. Watch the blade mechanism and see if it moves down and locks like it should or if it pops back...

You should be good with that setup. Anytime your computer seems to freeze up for a second whenever you do anything, it can be a sign of a bad hard drive. Not always but it's a good thing to keep in mind for the future. Since yours is only in Corel it's probably good.
