    Are you only replacing the area behind the letters and the rest of the sign will remain the stucco it is? If that's the case I would consider something completely different so matching isn't an issue and it looks like it was designed to have a contrasting panel behind the letters

    I think VHB with Lexel around the whole perimeter would be fine. With tow faces the only wind load is pushing it into the frame. But if you are concerned and want to add a few mechanical fasteners use some beefy pop rivets which will hardly be noticeable after touching up.
