So it will be installed in individual 4x8 panels flat on a wall? Depending on height ladders would be fine. But my concern would be the finished look of .063 screwed to a brick wall.
I would try to talk the client into a sign on a 1x1 tube frame or at least use ACM.
I would talk to the paint supplier/manufacturer to find out if there is a clear sealer-primer they recommend. Taping may work for the stripe, especially if you can apply a clear first.
You can pull sections as you paint and touch up the edges. Can't expect perfection on concrete anyhow.
I guess it depends on the amount of materials involved and the number of installers. We have a few carts. The one that gets a lot of use for vinyl jobs is what we call the "granny cart" the folding wire grocery cart. Fits a lot of tools and rolls/boxes upright and when you get to a stair one guy...
I agree, explain that the previous owner may have used the incorrect material and that it should normally last X amount of time. Then prorate the replacement.
A friends shop had a fire in the unit next to it, no fire or water damage but the unit was filled with smoke. Like Canuck said, the techs all said anything that got touched by the smoke was damaged beyond repair. That included viny/laminatel rolls

I will try to get them to find samples of what they are looking for...they are all over the internet. I hate these types of jobs because you never end up bidding apples to apples.
