See if the new Oracal 3751 might be within the budget.
I have not been able to get pricing on it from my supplier but it
is supposed to be closer in cost to calendered vs cast hp.
It is a 2.25mil film so install is going to be tricky without lamination to stiffen it a bit.

What series of Oracal are you using and what are you applying it on to?
Some materials don't lend themselves to a wet install, if the vinyl has the
air release feature it is best installed dry.
Are you doing the install up on the wall or are able to take it down and do it on the ground or in...
You can resample them using batch processing if they all need to end up at a similar size and resolution.
Are you ganging all the photos into a single file for print?
Pretty sure PhotoPaint has a script to do it.
You could also use the batch tools from this:

Can you buy these outright or do you have to sign up for one of those month to month cloud subscription deals?

Yep, hand held manually operated personal post cleaner, bright red for easy visual location even under dim lighting conditions....
Technically the bigger set are leg irons but they do seem to come in handy around the shop.

Even though they print like slugs don't you more than make up for it on the back end, not having to wait overnight to lam and/or install?

I'm guessing that if it quickly advanced over the blank white space in a layout the trailing vinyl would not have time to heat up to the 3000 degrees needed to fuse the ink.

From the urban dictionary:
5. twaddle
Posting narcissistic pointless forum topics aimed at getting attention and pointless responses to garner reaction by announcing unexpected and blasphemous acts.
(the first 4 could only be posted in the now extinct NHB)
