Official Roland dealers are not allowed to but you can sometimes convince one of their techs to moonlight for you. You will probably have better luck with an independent tech or a smaller dealer. I recommend doing it yourself. You would be surprised how many people do it successfully.

Yup. To the printer, everything is working perfectly. It just doesn't know that the signal is not making it all the way to the head.

Those streaks are caused by the media buckling during the print. Turn the heat settings down and make sure the vacuum is set to high and it should fix the issue. The post heater can be cranked all the way up but the pre and platen heaters should be adjusted to be a high as possible without buckling.

I'm not sure why that would happen but I have run across issues in VersaWorks where if you are using a paper profile rather than a vinyl profile, it will deactivate some of the cutting features. Try a generic vinyl profile and see if that helps.
