I am usually burning about 2-4 ft of lamination on my ledco when am loading new roll and then during laminating if I got wrinkles some more. So there is always shortage of lamination on the roll.

It looks like pockets was sewn to a banner and then they add clear flap on top of it to prevent water from get in. Possible whole pocket is clear vinyl.
Printer have to be at list 48" print with- hp latex for 10k
Laminator 50"+ used ledco, RS, etc or new ustech 1 -3 k
Cutter 24" for vinyl and 48" plus for print and cut 1-3 k
Inks and supplies other 3k +
Total 15-20k
I am assuming you have all software and hand tools.
Same with me. Small sandblasting cabinet max size 24x48. But it will add convenience to your shop. I don't have to wait then is commercial blaster available today or in three days and a lot of times my projects under 2 sq ft. Plus I etch glass.
well my experience goes to if you want to start...
Prime both side of the sign.
Paint both sides with latex paint twice (color of the background)
Sand a face of letters with 220 grit sand paper.
Paint letters with whatever paint suitable for outdoor usage. (one shot or not)
Take a bunch of pictures.
