I've been using Oracal 3751 for trailers and box tracks and 3951 for everything else. You have to get used to it. It is kinda prepositional but adhesive is very aggressive. It likes to be post heat treated in any recess areas at 210 F.
If you are printing with latex do not use torch for too...
It could be done with cnc. Here is step-by-step.
1- cut all 400 blanks you will need 10 4x8 sheets of pvc. Cutting time 9 min per sheet. I am assuming you have vacuum table.

Update.
I took me about an 30 min on the phone with tech support and three transfers to get to the right person. You have to generate report file from your printer every time print head dies in warranty. But after that I got my printheads sent to me overnight.
Here is feed rate for acrylic what I use. bit .25 single flute 24000rpm , 125 inch/min, last pass 0,05. Most of my acrylic has paper mask on. I usually cut it to paper. Paper is 0.015 thick.
How custom do you want them? Complete custom go to local blacksmith. Semi-custom (welded from ready made parts) go to local metal fabricator. If you cant find any in your area PM me.

Flat or 3d?
Flat - aluminum sub frame with 3mm acm riveted and print applied on top.
3d - hardrcoated foam. It have to be assembled on site.
I would make it smaller in full 3d. And stick it on the corner of the building just above garage door.

It takes about 3 minutes to mount 4x8 print video only 2.22 It takes about 30 sec to feed substrate through laminator .
