dont take this the wrong way but have you ever done service work on a fluorescent lighting system? Every scenario you just described is incorrect.

I was excited until i realized the pin tester will not work with HO lamps and the ballast tester only works with electronic ballasts.

this was my thought as well but have you sent these pics to the manufacturer or even made sure the vinyl is compatable with the rapid tac?

we router out the backs to accept .25 alum flat stock and glue it in and drill and tap the alum for studs. works great

any reason you didnt quote to reskin the face. Looks like you could prob have popped the letters off and glued or screwed a skin over top and it would have looked good enough for this guy.
