Wrong. The cut carriage cable is sandwiched between the two plastic guides. The Encoder Scale is stationary and sits vertically along the length of the printer.
Grinding noise could be several things on the SP.... Carriage Wire Pulley, Cut Carriage Cable & Guides making noise, Linear bearing.

Are you asking how to measure the output of the PS? I would agree with the "Birdy's" suggestion and direction. If 40V out is steady and does not drop when you hear the click, the PS is doing its job.

No. Open the front cover, wet a lint free cloth with windex and wipe both sides of each mylar strip as well as the metal shelf that is slides back and forth...
NOTE: Be careful as most all metal parts on the Roland printers have sharp edges and can cut you pretty quick.
There is a ribbon cable that is above and behind the gray encoder strip that is probably causing the slapping sound
If the encoder strip was causing this noise, it would print very funky! there should be a spring attached to the encoder and the chassis on the left end of the encoder.

Probably not the encoder strip... maybe the Cut Carriage Cable and 2 mylar guides.
The common issue with this part is the mylar guides getting too flexible, or too much ink and metal dust accumulating on the guides and causing it to fold over on itself or wearing.
Recommend dealer replacement...
If the waste bottle is bone dry, I would suspect something is up with your pumps...
