Making them is super easy as described above but here's some pre-built as a resource. Can find tons of them just by googling "vector halftone" (make sure to check that they're released commercial allowed).
As a note most agencies and corps that use extensis portfolio pay one person who's sole responsibility is digital asset management, not something a lot of sign shops can afford. It's still okay in the hands of a team without someone like that but it's much, much less useful.
