Screen print? If it just this one panel over and over you could probably set up an in house small operation, get the screen burned by another company.

Not much that you can do to prevent against gasoline, there is a 3M Scotchgard 3991/3993 laminates that are supposed to prevent deterioration. As for vinyl I would probably use something with Air Release, any wrap film would work, I am preferable to avery.

I have no idea how to paint with the translucent paint, outside of knowing that it existed. Is a wholesaler that can do it in 72" wide? All the ones I know cap it at 54"
No knife marks just lots of left over glue and ghosting, that what we are thinking of covering entirely with print. It is about 30' up on posts and view heavily from a highway. See my photo reply above

Thank you for the update. Can you tell me what the paint color is for Acrylic wall letters or possibly forward the updated specs? The information from 2014 was all the my client had available to him (supposedly).
I was just handed the sign standards from 10/1/2014 and it says the vinyl is Arlon #2100-223 Peacock Red. I would rather use the 3M Warm read if possible but would rather not anger the statefarm gods.
Does your client already have the frame or are you purchasing the set? We have done a few non-fabric backdrops and usually use 1mm Sintra or HIPS equivalent, that is what Orbus or Creative Banners uses for their kits.

Did you find a company? We had a print and canopy + print done earlier this summer directly though EZ-UP as they have have a pretty decent reseller pricing and it seems that everyone we have come across has some style of EZ-UP canopy.
