Kilz??????? There are different types of paint from kilz. Full cure on latex paint is about 30 days and about 7 days for oil based. Possibly just too soon.
THis is the oil HP uses for most of it's wide format printers. Purchase a cleaning kit and you get a bottle of it. Would guess its probably ok for most applications.

Most likely heat and/or airflow. I would try increasing the number of passes while dropping down the temp a little. When I get issues like this I usually have to step to something 12pass or higher. That allows me to drop my heat on the material.
For a quatitiy of 25 I would be at $4 each. For things like this the vinyl, print, lam, cut, is all pretty negligible. But if I'm going to only print 25 stickers, it's gotta be worth it.
Do PVC with tape. Use as little tape as possible. If the wood is really only stained have them buy a 5 dollar touch up can. Keep it safe in the storage for 5 years. Then when you pull what little tape you did use. You just touch up the spots with a little stain. Takes two seconds and will...

No that sounds about right. I would tell your supplier to contact CET to get a part number. Just because the salesman doesn't know what they are doesn't mean they don't exist.
