Elastomeric Masonry, Stucco and Brick Paint is like a condom that you paint on. Holds in moisture and keeps moisture out.
That paint will stretch and contract in high and low temps.

Had the same thing happen on a Seiko W64.
Did everything but pull the skin off my face.
Turns out it was the scan motor. Just wore completly out.

The XR-640 is a great printer. I now have two of them, both bought used.
I print roll to roll on them both and cut everything on Graphtec cutters.
6mil vinyl and .030 magnet.
Cut four crop marks from old white vinyl prints (see attached photo) trim them at the red lines I have drawn, then align and stick them on top of the marks on your Red Glitter Material.

So, you're going to print on the HP then laminate it and then print right on top of the laminated print.
Hmmmmmmmmm.
Why?
Will the HP latex ink adhear to the top of the laminate?
And dont forget about that 220 volt super hot heater on the HP, after it prints, the material will start to shrink...
Im no expert on this, I have seem them in opperation printing on key fobs and it was amazing. But it sounds like an expired product or a UV drying problem with the gloss overprint.
Personally I would reach out to the company you bought the LEF-12i and your inks from.

Print the design on your Epson printer or use colored vinyl and print with No Color just crop marks.
Kiss cut the design on your Graphtec cutter, Weed it, then transfer tape it.
Done.
