I haven't seen a standoff like that before. Is it metal or plastic? Almost looks like they mated a regular standoff to a custom barrel/base

They have existing stand off mounted to glass? Can you see what was used? You will have to apply the adhesive, whether it's VHB or "glue" or a combo, yourself.

I too stick pretty much to Gerber foils. I did use Duracoats for a while, the process colors, black, white, tom red...but when my supplier dropped them so did I.

I'd back fill, drop a couple good size rocks in and beat them to death, and repeat the process till the hole was full. I definitely prefer concrete...

It would help to see the sign. It makes a difference how it fits and what it's made of. But fastening to a brick structure is fairly simple.
