we charge $75 an hour normally for shop time but that changes depending on the job.
not sure how much you have to laminate for him or houw long it takes but you can either charge him by the hour or charge a set up charge and then a per sheet charge for laminating.

there are always acceptations that can be made on jobs if need be but overall you need to get a certain amount to pay your bills. we are not in business to lose money
not sure what type of printers you have but could you make them 50 or 100 to hold them over till you can get the full order of what they need.
we have done that on a few occasions
those quantities you aren't going to get the flexo printed label pricing.
we do flexo printing (large qtys like 10k and up), hot stamp label printing (med qty 1k-10k) and digital roll label printing (low to med qty)

with the grommet already installed will creat a problem for most printers. agree with silk screening, build a jig to hold multiple tags and away you go or you could get a small UV printer for thicker rigid materials and build a jig to hold them
have a customer we make banners for approx 48" x 72"

is the file line solid or does it have multiple anchor points?. i have tried to cut things like that with a customer supplied file and for what ever reason it had multiple (and when i say multiple i mean like 15-20) anchor points in which case the plotter takes longer to cut that. it some reason...
we use oracal 3651 as our standard or general purpose vinyl.
but prices are going up on everything right now so rather than find a cheaper product that might not work as well just raise you prices to cover it. funny thing i noticed right now is everyone is in a hurry for their jobs but no one...
