To me, that seems much more then the deflection in your test print, that more looks like something is out of adjustment. Did you have a bad head crash before this issue started?
Looks like you have a little nozzle deflection. You could try a head soak, maybe change the cap tops, if neither help, then you're probably looking at a new head. Is it causing issues with your prints?
There's a date code on the side of the pouches, typically, if they are more then 2 years old, they aren't as good anymore. Also make sure you gently shake the cartridges once a week or so to make sure they stay mixed together.
You pretty much answered your own question. Medias that are Eco-Solvent compatible will state they are. Typically they are compatible due to a coating applied during production. There are many removable clear vinyl's out there that are compatible with your ink set. Oracal has one.
Oracal has a transparent permanent adhesive media (3651G). Not sure if it's compatible with your printer though. We've used it in the past and it worked well.
Never done it or really thought about doing it, but if you were, you'd need to build some sort of contraption to hold the print head and only let a little of the bottom part where the film is, as if you were to submerge the entire thing, you'd probably fry it.

Could be the panel board fried too. Have you tried swapping it. As far as I know, as long as the board comes from the same model, it should work without changing anything else. We swapped one on our SP-300V not too far back and it works like a charm.
Those deflections could cause some issues with the magenta, however you should be able to get a better print. You might need to go with a high quality and uni-directional print and maybe slow down a bit. It will take longer to print, but you should get a better print. I might suggest trying a...
What does the nozzle test print look like? I believe you should be able to get better quality, but may need to change some parts to do so depending on how the nozzle test looks. You might also need to play around with profiles and settings.
