Miiror print on lam than top laminate that with white. I have done hundreds and hundreds of second surface full color liquor ads this way for distributors to use at the liquor stores they service.
That looks like either when I'm not paying attention and load a sheet of film in my desktop printer on the wrong side or too much ink. Maybe curing. If it is clean from the printhead and spreads and hasn't before I go along with maybe bad film. Interested to see what happens with another brand.
Have new pans poured and formed in white so you can letter the exterior surface. Or they can spend the extra bucks and have theirs done raised or back sprayed with design. Just had wholesalesignsuperstore.com (daniels) do two six foot circles for us back sprayed. They looked great.

Wet sand it with 3000 grit and move to more coarse if needed. If that doesn't do it than it is deep in the paint. Design a cover or paint it. I have seen some serious wtf's on dump trucks around here the last few years. DOT man pulls them over and then they use whatever they have to mark it...
You need transfer paper and use a vacuum table. Print in reverse. Registration is of course critical for multi color as you will be printing, removing, then curing in between prints.
Can be done with spray tac on hard surface, like a t-shirt platen on a press but a pita.
Many moons ago omg sieko carts had trouble with magenta clogging nozzles. Had to do with the solids. I changed to nazdar carts and it magically cleared up. Ran nazdar inks til that sucker finally reached end of service life. Not saying that is what is happening but just sayin'.
