if you are referring to a "straight shooter" type of lift with no bucket, one of the guys here in town have one and Im sure at one point in time it had its purpose but Im not impressed when you compare it to an articulating boom with bucket
First offf take the one shot paint and trash it since thats all its good for.
clean pvc with alcohol and prime with 2 part epoxy primer and then spray a latex paint as topcoat, we use BEHR for no other reason than we like it. Give it about 3 coats and then then route a coupe days later. No need...

I would do a 1" aluminum frame with a support running vertical along the joint ONLY IF the brick were not smooth. This is the most economical way to insure your panels will look great
