Cut four crop marks from old white vinyl prints (see attached photo) trim them at the red lines I have drawn, then align and stick them on top of the marks on your Red Glitter Material.

So, you're going to print on the HP then laminate it and then print right on top of the laminated print.

Will the HP latex ink adhear to the top of the laminate?
And dont forget about that 220 volt super hot heater on the HP, after it prints, the material will start to shrink...
Im no expert on this, I have seem them in opperation printing on key fobs and it was amazing. But it sounds like an expired product or a UV drying problem with the gloss overprint.
Personally I would reach out to the company you bought the LEF-12i and your inks from.

Print the design on your Epson printer or use colored vinyl and print with No Color just crop marks.
Kiss cut the design on your Graphtec cutter, Weed it, then transfer tape it.

Everything can be repurpased. This past year I replaced 22, 8ft panels of ACM, I cut those down to 18"x24" and called all the real estate agents I work with, told them what I have and gave them a great deal on For Sale and Open House direction signs that are wrapped in vinyl. I Banked.

If you can afford, get a 60" version so you can run large media.

I've used Broom handles, 2x4's, plywood strips, cardboard boxes and branches from trees wraped in a beach towel to do installs in the field.
You can make anything into a squeegee.
Use the tools you have and if you forget your tools at the shop thats an hour away, make a tool to get the job done.
Print heads are garbage.
Happened to me, I replaced in my xr640 and within two days I was getting banding.
Got another set of new heads and printing great.
The Roland BN20 is a great personal printer / cutter and the Roland GS24 is a great addition.
