Depends on what you are paying. If you get them dirt cheap, do more of a mark up, if you pay a high price, do less. You have to keep it at the average going rate.
Customer wants a routed wood sign 2' X 3' but wants it on a X Base Stand that is 5' 4" tall.
I am confused as I thought X Stands were for Banners or for pedestal signs. Never seen this done with a routed wood sign?
Oracal has a good tape, but I use a kind from Harborsales.net they can ship it to you. Only $18 for 72 yards or Premium $21 / 72 yards which is like super glue.
I also have a 540i. Just cut the tab on it and stick it back in. It still has 5% - 10% of ink still in it. It's enough to clean the machine a couple of times.

VDOT has certain regulations about signage within their right of way, also if the footer was under a parking spot and the sign fell over, it would rip up the parking lot, potentially causing vehicle damage or serious injury. Just like you can't bury a footer underneath a road.
As for the poles...
No but there are also state laws that prevent footers from being in certain areas and easements. You can clearly see that there isn't enough ratio to support it, unless it was insanely deep. refer to a structural calculator to see what I mean. But I am not going to debate it with you.
Also what kind of rebar and what size is in it? Did the company cut corners and not do it properly? What about the anchor bolts? are they 12"? 18"? 30"? A sign that size needs 42" J-anchors. Probably 6 to 8 of them per pole.
Also is it 2,500 psi concrete? 3,000? There are a ton of factors...
