There should be an existing tensioning system unless the other company removed all of the clips? Typically the "frame" isn't removed.

Yeah, I think they have close to 40 different VHB tapes now.
The tapes are also supposed to prevent corrosion, so that should be a non-issue.
Pick up some 4941 or 5952....or call 3M and give them the details of the job and they can recommend one to you. Their tech support is incredibly helpful.
I wouldn't necessarily assume a sign guy did this. It wouldn't be the first time a business owner put up his own sign. And when they do - they usually look like that one.
Not sure about up around you, but Eastern Metal Supply (click/click) and ABC (click/click) are great to work with, have great products and reasonable prices.
